    Excludes guns as long as it is a "fixed component". WTF is a fixed component? Is a grip that can be unscrewed a fixed component.

    Must be less that 20% of the value of the item.

    Must be able to provide varying levels of proof of its origin.

    They are making recommendations on Sunday hunting. I have not seen where outdoor ranges are mentioned yet. Silencers and suppressors have been.

    Mr. Emory said that Senator Ennis wanted to attend the meeting to discuss noise pollution related to guns.

    Jeff Hague (Delaware State Sportsmen Association) reminded the NCTF that Delaware is one of seven states that do not allow noise suppressors to be used on guns. He advocated on behalf of a recommendation that would allow—not require—the use of gun suppressors, in order to reduce the amount of noise pollution caused by hunting and target practice.

    Mr. Hague was asked if gun suppressors would obscure the pattern of a shotgun. Mr. Hague responded that it would not alter velocity or direction, and that it would only capture the gases released in such a way that suppresses noise.

    Currently, the Delaware code bans gun silencers; Mr. Hague noted the distinct difference between silencers and suppressors. Neither the DOJ nor DNREC could take a position on this recommendation at the time of the meeting.

    Rep. Smyk acknowledged Jeff Hague from the Sportsmen's Association, and reminded everyone of the gun suppressor shooting demonstration on April 21st. Multiple members of the task force expressed concern for restricting second amendment rights as they pertain to controlling noise pollution from firearms. The primary point of discussion surrounding guns related to zoning issues for shooting ranges, e.g., rather than individuals shooting guns on their private properties (specifically for the purposes of hunting or target practice on rural properties and in unincorporated areas).
