    Just an attempt at clarification regarding the "10 firearms" issue:

    By NY's weird legal definition, all "firearms" are illegal, and all handguns and "AW's" are considered "firearms." Guns that do not meet those definitions (e.g. shotguns or non "AW" rifles) are not. However, if one holds a license to possess a particular handgun or "AW," and that handgun or "AW" is registered, it is legal and therefore not considered a "firearm" by the state.

    So the only people affected by the "10 firearms" language will be those illegally possessing 10 or more unregistered handguns or "AW's". You can legally possess as many other guns as you wish.

    I have eleven handguns listed on my NY LTC, not to mention a bunch of long guns in my safe, but by their defintion, I have no "firearms."

    Clear as mud?

    Until the change the meaning of firearm as well.

    Wow... that's some interesting logic on the part of NY. Thanks for clarifying... I think.

    MD -> KY
    Roper vs Simms was the catalyst.

    Before that, State Senate seats could be done by geographic areas or counties. Afterwards, it had to be done by population.

    If we were to undo that, places like MD and NY could be balanced because the cities would be equally represented in the Senate.

    Which is why the Founding Fathers created both a House of Representatives and a Senate when they formed the Legislative Branch - to balance population interests with regional interests. That's also why we have an Electoral College for deciding the President. Otherwise, every four years we'd only elect Big City Presidents representing NYC, Chicago, and LA pretty much by themselves. The rest of the country would really be fly-over country. Think an endless series of POTUS Bloombergs...
