    Cool. Hope we can beat the Oct 1. deadline. Do lower receivers transfer like a handgun meaning we might need the new handgun license BS to pick up the lower(s)?

    As long as you have purchased it before Oct. 1 you are okay to transfer after Oct. 1.

    The lower must be at the FFL before Oct 1 for it to be transferred.

    281 specifies the FFL may transfer after Oct 1 with a pre Oct 1 PO and the lower is in their possession prior to Oct.1. It can then be transferred after Oct 1.

    I believe that it just has to be ordered. Check the law.

    From the customer perspective, customers can take delivery after 10/1 as long as the purchase order is done prior to 10/1.

    However, from the FFL perspective, FFLs are not allowed to receive new banned items after 10/1.

    So, it has to be at the FFL by 10/1 and the customer has to have the purchase order done prior to 10/1, but the transfer does not have to be complete prior to 10/1, as swinokur and erwos said.

    WEAPON THAT THE LICENSED FIREARMS DEALER LAWFULLY POSSESSED ON OR 3
    BEFORE OCTOBER 1, 2013. 4
    Seems prettu clear to me.

    PO before Oct 1
    Firearm in FFL possession before Oct 1.
