I forgot to mention that. SLED has a lot of sway with the legislature, and unfortunately oppose any efforts to expand reciprocity.
Former SLED chief Robert Stewart consistently lobbied against expanding gun rights especially reciprocity during his tenure from 1988 to 2007. Reginald Lloyd (2008 to 2011) took a neutral stance on the subject. The current chief Mark Keel isn't quite as neutral as Lloyd was but is much less of an obstructionist than Stewart was. The stunting of growth was done during Stewart's tenure and it's the main reason SC is behind the times.
