    Morning!

    I haven’t private sold a pistol after the licensing portal change.

    So I am trying to do a private sale of a AR pistol.
    Does the buyer go online to the portal and apply? Do I need to go to the portal first and do anything?

    Any help with this process would greatly be appreciated!!

    If it’s on the handgun roster, the buyer and the seller must complete a 77R choosing Secondary Sale. Follow the instructions in the Licensing Portal. The buyer must have their HQL.

    If you built it from a stripped lower, most people are unbuilding it by taking off the upper and transferring it as a lower receiver. The buyer does not need their HQL.

    I haven’t done one yet, but people I’ve talked to say it pretty easy to do the transfer through the Licensing Portal.

    We can take care of the transfer if you want for just the $10 MSP fee.

    I bought a C&R pistol from a private seller a few months ago through the portal.

    I did not need an HQL.

    Also bought a C&R from a MD dealer through the portal. Again, no need for HQL.
