I will venture a guess that Maryland will not file for an emergency stay w/ CA4. My reasoning is that another denial will likely be the last nail in the coffin of their appeal's chances.

I think Judge Legg has done quite a bit more than just lift a stay and effectively make MD shall issue in 12 days. No, I think he's gone and done something completely unintentional. It may be hard for you to realize it now. However it appears the good Judge has restored in us, faith, the abused.
