My information came from Hatcher's "Book of the Garand" as he was at Springfield Armory during the development years of the M1 rifle and after and was intimately familiar with it's design and testing. He stated unequivocally the M1 was designed for the M1 cartridge and the M2 round was standardized due to ranges with insufficient safety zones for the longer range M1 cartridge.

This string has helped me learn a lot about the 5.56 and now other rounds, too. I'm learning a lot from the comments, and the OP and subsequent posters have encouraged me to read other sources. Thanks.
