    I have a pre 2013 ban lower that I want to put a 16" carbine upper on. Everything I've been able to find tells me this one is OK in Maryland, but I wanted to run it by the MDS experts for a sanity check. (Yes. Yes I did use MDS, experts and sanity in the same sentence):)

    from what I have read on the forum is that if you have a pre 10/1/13 lower, you can get a non HBAR upper- to be used on that lower only. I have done this.

    There is no HBAR requirement for your lower. Get whatever you want (16" or over of course).

    Thanks. That's the way I read the guidance. This one is technically a medium barrel, which isn't a factor on a pre-ban lower. It doesn't have two evil features, so I should be fine.
