Yeah, but it looks like a bunch were ordered and some of the people didn't follow through...I think they're trying to sell off the leftovers.

The lowers that are at Corsica (presuming that there are still some left) have already been paid for. They've just never had the paperwork done on them to be picked up by those that ordered them.
