    I just sent my renewal and lancaster county is accepting applications by mail due to COVID 19 but it looks like they call you once it's all good so you can go pick it up in person. Guess that's so,you can get your pic updated too.

    License to Carry Permit Details
    An applicant for a license to carry permit must be at least 21 years of age and reside in Lancaster County, Pennsylvania. Proof of age and residency must be furnished when the application is submitted. We do not issue permits to out of county or out of state residents.

    I just got off the phone with Lancaster and York Counties. Both were very friendly and helpful. Lancaster in fact does not do non-resident permits, which is a change. I screwed up and need to learn to read "gooder".

    York does issue non-resident permits. They are accepting application by mail, once processed they call or email you and you go pick it up in York.

    May my screw up help someone out there.

    They changed that a while ago.

    Reading International Airport has a sheriff substation in it. They issue on the spot. If you go that route, CALL FIRST to make sure PICS is up.
    I was in/out in about 5 minutes with LTCF in hand.

    Unfortunately PA is actually behind the times with issuing NR permits. Granted they do issue them, but there is a on-site requirement to submit or pick them up so we must coordinate travel events. FLA, Utah, New Hampshire, etc, all do by mail.

    The main reason for in-person pick up is that they take your picture and print the license on the spot. Adams County is also NR friendly, courhouse in Gettysburg but I'm not sure how they'll handle NRs during the Pandemic Panic.
