DC homicide is up 50% from 2017. That is probably not related.
And DC council is proud to have "brought down" incarceration from an average of about 2,500 incarcerated about five years ago, to 1,400 incarcerated today.
DC's homicide rate, has, like the rest of the country moved over both time and place with incarceration. Almost all US jurisdictions have reduced homicide profoundly, down to 1/2 to 1/3 of the rates 25 years ago. The few that have moved against the trend, like DC, Baltimore and others, account for massive increases lately in murder and violent crime, which slowed the national decrease.

G43 with 6+1 plus a spare 6 or 7 round mag is legal carry in DC. Or the reporting by police/media maybe mistaking or generalizing a g43x for a g43

Agreed. Other benefits
1) the OEM mags from sig's "xl" version of p365's are15 round mags which fit and work fine in normal small p365.
2) There is an external safety version of the P365. Normally I would not recommend external safety. But in DC where you may well have to unholster, unload and unchamber, and chamber, mag load, and reholster while sitting in the driver's seat of your car, some might rationally prefer a safety.

Is that true? I had read he had applied and been refused. Was that reporting wrong? Initial reporting was he had a valid registration (home possession) but had applied for and been refused a DC CCPL (Concealed Carry Pistol Licence).

The initial reporting said he was refused.

Court documents say he was granted on on July 30th, 2019.

It sounds like he had the permit based on the charges:
  • Assault with a Dangerous Weapon (Gun)
  • Unlawful Discharge of a Firearm
  • Destruction of Property.
