    This is being sold as an HBAR... after Oct 1, if I decide to put some other tacticool configuration on my YHM lower, will I be able to... or is my rifle forever an HBAR at this point... even though the upper is way cool..

    Any centerfire rifle with the specified characteristics will be banned. Once you have the rifle, you can add whatever you want.

    I'm thinking "cheaping out" in the short term just to get the rifle built prior to 10/1 might actually be an option! I realize this is throwing good money after bad, but at least I'd have something completed before the ban date and I can go back retrospectively and upgrade.

    Only the lowers are regulated, you can build the rifle after Oct 1 any time you wish.

    there has been quite some discussion on this... I think it depends upon one's definition of the word "manufacture".

    There really should be no problem leaving the stripped lower in your sock drawer for a few years before getting around to building the rifle.

    Agreed. After all, even if someone wanted to try and do a strict enforcement of the law; there is no way to prove when the lower was assembled.

    If it has a serial number it is regulated, if it does not then it is not regulated and will be illegal to possess without serial number: correct?

    I'd venture there's going to be bundle of freshly completed, but unserialized, AR lowers that started life as 80% paperweights in safes all over Maryland. They are perfectly legal now and will remain so after 10/1, so the mere presence (or otherwise) of a serial number doesn't count for much unless you need to transfer one.

    i'd prefer to know who made the barrel before jumping on it.

    I called and spoke to a salesperson the barrel is one made for and marketed by Brownell, the other parts are made for them by a government contractor. I hope this helps.

    yeah... I think I'll save up for the YHM upper I've been eyeballing for a while...

    It just arrived.

    First impression is that it's a solid looking unit and well made.
    Everything on it appears quite sturdy and the finish is good.
    BCG and charging handle fits and operates.

    It fits my 80% lower, but have not yet had a chance to try the fit with my fully documented lower, which I will hopefully pick up today.
