Technically, they need an ATF license. If not, and ATF finds out that they are doing gunsmithing without a license you may need to fight for your gun back.

If a frame/receiver is kept overnight that must be logged into a FFL's bound book.

The issue is who is doing the work. The gun owner or another person?
If a machine shop rented a space to you and you brought your firearm in and blasted with limited assistance from the shop employees, then there most likely would be no need for a license. But, if you hand the part over and they do the work, license needed.
