Hello,
Long time shooter, first time website registrant.
I have guns, and in this century it seems I've developed the habit of only getting new guns during certain situations. For example, I last purchased a couple firearms when the previous greatest firearms salesman (Obama) convinced me to do so. Of course those modern liberals are always trying to sell me more.
Anyhow, I applied for my HQL Mar 27, 2020 and had my fingerprints done at a gun shop same day. Submitted my completed application that evening which was a Friday evening I feel is important to note.
Nearly every resource I came across always mentioned the only exemption for a complete training was to be in some sort of law enforcement position. However, the people I talked to assured me that since I had a safety training from 2012 (which was a 20 minute video online for free), and I still had in possession at least one handgun that I would be exempt from official training. In fact, when I was completing my HQL application, I chose training exempt and reached a point where it asked for the model, serial, and year manufactured.
I believe late last week (~4/10/2020) I received in the mail a response to my fingerprint lookup. I grew concerned due to a number of errors. Main thing, no criminal history attached to my fingerprints, however the mailing address was slightly off (not enough for the postman though), my date of birth on the form was 6 years prior my actual birth, and the first letter of my middle name was incorrect. I called the number on the form a few times always within business hours and only reached a voice mail telling me to call back the next day within business hours, though it told me the business hours (normal operation) and told me that the office was open as normal.
I've been checking online at the application status, which always only listed the first part (submitting the app) as complete and everything else (next being the Livescan aka.fingerprints I guess) were all marked Pending. Same thing yesterday (4/16/2020) after business hours. Forgot to check today until a short bit ago, but no more checklist is available. I actually see my HQL number and Certification Date as today (4/17/2020). Very exciting.
I would say that despite the pandemic, it still took less than 20 days to get certified. We'll see how long it takes to get the physical license in the mail though. I say less than 20 days as I mentioned my app was submitted on a Friday evening, so in actuality first thing Monday morning. So I would mark the process as 3/30/2020-4/17/2020.
*** Edit 4/22/2020 - Received my physical card in the mail today. Very impressive licensing wait during the pandemic compared to the normal Maryland wait time. However, I'm against any licensing requirements whatsoever, so overall the wait time is ridiculous. ***
