My son wants to change the free float handgaurd on his AR. This means the low profile gas block needs to come off. It has 2 allen head set screws holding it in place. one will not loosen. I've tried penetrants and heat and twisted a number of wrenches.

Might have Rocksett on the threads. Try soaking in warm/hot water and see if thats it (since you tried heat).

Rocksett can also be shattered by hitting it; shatter and soak in water. If it is held in place by red loctite, then you will need to heat it with a torch.
EDIT - so for those allen screws; use a hammer and punch to smack it.
