    Carroll County Times (via Baltimore Sun) is reporting that Senators Ready and Hough are sponsoring "shall issue" legislation. Wish I had more details to report ...
    Meanwhile, in Annapolis this week, Sen. Justin Ready unveiled legislation he is cosponsoring with Sen. Michael Hough to strengthen Second Amendment rights of Marylanders. Effectively, Maryland law at present requires a “good and substantial” reason to conceal-carry, and personal protection and self-defense are not viewed as such.

    The proposed bill would ensure these were good and substantial reasons. Ready elaborated to me that, “It would put Maryland concealed carry laws in the same posture as most other states. That posture is — the state ‘shall issue’ a permit unless it can show why the person shouldn’t have one (like a criminal record, mental illness, etc.).” Ready and Hough deserve tremendous credit for their defense of Constitutional rights.

    This is the annual Don Quixote Shall Issue Signature Bill. I appreciate the noble purpose of going through the motions, but this is court territory for us in MD. Alas.

    The Republicans had the theoretical numbers for 2 years to petition bills out of committee, and this was one they should have, which I made very clear to many of them. They were threatened by their overlords with losing committee positions and having any of their pet bills burned at the stake, and the House Repubs showed their spine, which is made of ballistic gel.



    Justin Ready is a good guy. He will continue to have my support.



    Yes. Even though I was gerrymandered out of his district and now have no representation, he still treats me as if I were his constituent.

    I'm guessing it is to establish a timeline showing it was proposed and repeatedly ingnored /denied
    to strengthen the case, if it were ever brought before SCOTUS.

    nah. It is before the Supreme Court and this was never mentioned in cert briefs. They dont care.

    This legislation is purely to show that they are trying.

    I was unavailable to do much in Annapolis last year, thats probably why I missed it.

    Good to have them on the record now as not supporting the individual right of safety to the general public. Another tool in our box.

    Nah there was definitely a committee vote allowed on shall issue a number of years ago. It failed but it was allowed.

    Sen, Ready is my rep. Keep your eye on the rest of them from Carroll County though! Lou was trying to warn you before he passed away. I have called out one of my reps because of what she did behind the scenes that allowed bad legislation out of committee on to the floor. She supported it behind the scenes but, voted against once it was out, knowing full well that that garbage would pass. She wasn't happy but, should have known her votes are public record!

    Many so called good guys & girls got caught a couple years ago , talking out both sides of their mouths . Nic Kipke was one of them I called once I got wind he was playing one game for us and one game for the D's

    Senator Ready was live on Facebook talking about this bill an hour or so ago. He is a good guy, one of the friendlies who stops to talk with us in Annapolis to give us the scoop on votes. He certainly knows the reality, and does this anyway because it's the right thing to do. I'll never fault him, or Hough, or anyone else, for filing this bill.

    Hogan won't even lift a digital finger to post up his approval for this bill or express his disapproval of HB4 and the like.
