    If you were to send your registered lower receiver back to the manufacturer, and they sent a replacement back to you directly, what (if any) would your obligation be with regard to updating that registration with the new serial number?

    ATF ruling 74-20 (attached) seems to say that keeping records of the replacement would satisfy any federal requirements. What about MD requirements?

    We've had bills in prior year to allow replacements of fsa2013 receivers under warranty. Those bills died in committee.

    So with regards to fsa2013 banned items id say it wasn't allowed.

    However I am not a lawyer.
    And an ar15 stripped lower isnt a banned rifle if it isnt a rifle.

    a stripped .556 lower is treated like a handgun receiver in maryland, but is hql exempt.

    in my case yes, i sent in a receiver to glock that had to be replaced. hence a new serial number. the ffl would'nt process without a 77r.

    No, a 77R would not be required, however it is recommended that the resident contact Licensing

    Division to update the firearm information and to provide a copy of the letter detailing the exchange

    from the manufacturer."

    He was smart enough to ask and listen to the correct answers. It was not at all a dumb question. Sometimes details like that are important, sometimes they aren't.
