I just picked up a Boyds stock for my Savage MKII. It's unfinished and so far, I've only sanded it down.

I want to do it in a wood finish for now, but want to keep the option open for painting it if I don't like the look.

Would Tru-Oil or some poly finish be best if I want to paint it in the future?

An oil in any form may prevent good adhesion of paint down the road.

Hit it with an alcohol base stain and top it off with polyurethane.

Then you can strip the poly off if need be and have clean dry wood again.

Stain and oil it with BLO or tung oil with some driers, if you want to paint later on wash it out with a hot iron and lacquer thinner. I wouldn't use anything poly based like tru oil or linspeed which can give a wavy surface texture which will need sanded out with cut back tru oil and mineral spirits if its put on too thick from the start.
