    Had someone ask me the other day about an old AR-15 he had. He wanted to know if because it was a pre 2013 registered lower could he put a non HBAR upper on it now.

    And what makes an AR complete...?

    I think the point is going over your head... lowers are regulated... pre-13 lowers can accept any upper... HBAR uppers after FSA2013.

    Well pre 2013 all ars were regulated so maryland knows. Hbars were not cash and carry then.

    But if it is pre 2013 you don't have to have a heavy barrel.

    Completely and utterly incorrect. Starting with the Colt Sporter HBAR and then the Bushmaster HBAR (as verified in an e-mail to a dealer by MSP), HBAR/Heavy Barrel AR-15 style firearms have always been cash and carry from the beginning of the regulated firearms list in 1989.

    Who said anything about uppers? Pre 2013 all ar lowers had been regulated for years. The lowers are serialized and registered in md.

    For those that don’t know
    Prior to Oct 1 2013 a colt HBAR AR15 and copies there of were cash and carry (4473 only). Other AR15 rifles (pencil barrel, gov profile etc) required the 7 day wait and more paper work and were “regulated” items

    It’s only the pre oct 1 2013 lowers that were purchased as regulated that you can put something other than an HBAR if you are doing a rifle.

    So If the rifle was 4473 only then NO you can’t pull the upper and put a non HBAR on it
