I have usually seen fox traveling alone while I'm in the woods hunting though I have seen pairs many times. I see fox in the woods behind my home quite often and they are usually paired up. Several times I have seen groups of 5 or 6 fox hunting together. This is very cool to see. Once it was in a large clear cut. They were working the stump piles.
