Don't think so. I still have a stripped lower that I bought in 2012 and I believe I can build it with a non-HBAR upper any time I want to. The scenerio in #4 is no different, to me.

I was inclined to think in that direction as well. The whole HBAR subject is quite the mess. Appreciate all the feedback.
Receiver was owned before October 2013 so it does not have to be HBAR.
