Not if it started as a rifle.
You could go pistol.
I think I will go this route, I have had a lower for sometime that I have been wanting to build. This might also be my excuse to build a form 1 can.

That is a S&W 15-22. So really you want to build a real AR-22 like this 15-22.
Or you can add a chassis to a Ruger 10/22 that will allow you to add AR components
