Nice thing about this ruling is look at the last few pages. They put the rule as before and struck thru the parts that the judge stated was unconstitutional. Made it easy to update the DE Page at Handgunlaw.us

the part about delaware resident with cc, as compared to any person with a valid/delaware recognized ccp, still appears to be there, on the pdf from the link above.
specifically 8.8.3 and 21.1.4, in the reference... starts out as "delaware residents holding...". is still there. the part about out of state residents is stricken. i am thinking some overzealous ranger may want to do something silly to someone with a non-resident, but valid ccw, recognized by the state of delaware.
maybe a little more cleanup is necessary? i'll defer to a lawyer/legal type...
