    I bought a lower on 2/13 and I believe the 2013 laws went into effect in May that year. Can this lower be built “any” way I want within nfa regulation or does it need to be a HBAR?

    I guess what I’m
    Asking is did the law go into effect retroactively to the beginning of 2013 or only purchases after the date in May.

    The new rules went into effect on 10/1/2013. Any AR15 you owned prior to that is able to be built as you wish, within the current laws at that time. The date on your paperwork from when you bought it is the date it was "Born" as that what Maryland conciders to be the "Firearm"

    What 3Paul10 said... plus it went into effect in October 2013, not May.

    I remember the mad rush to buy and all the extended waiting periods in late August & September that year

    What if it was an 80%? How would one prove that its pre-2013 if they didn't do a 4473 on it.

    Technically, it would be up to the state to prove you did not complete it prior to 2013.

    BUT, you will have been arrested, charged, and have huge legal bills.

    Better to make it into an HBAR.
