    Oh, so *now* Governor Hogan cares about rights? I think I might call his office at lunchtime this afternoon, lead-off with "I read the Governor's statement about protecting States' rights" and then remind him that he has similar obligation to protect individuals' rights as well ... veto SB1000.

    No, it wasn't, and since it was passed so late in the session it probably won't show up until the last bill signing session, unless he vetoes it.

    Correct me if I’m wrong, but doesn’t he have 30 days after the bill is presented to him to take what ever action he chooses. Has the bill been presented to him?

    HB1000 goes into affect if the governor does nothing. He doesn't have to veto it and then get an override, he can just let it go and it become law with no action on his part. Then he can say he never signed the Bill.

    Mance and Pena look like they are both being held. Probably pending NYSRPA.

    HPRB is basically walking dead.

    We wont know about Rogers v Grewal (3rd circuit carry) until after the veto. But, given the status of Mance and Pena, there is a high probability in my mind it also gets held or outright granted. Setting aside SB1000, Hogan should be preparing the MSP for shall issue. It will be quite a culture shock. HPRB is going away one way or the other.

    Any measures that Hogan vetoes between now and April 30 must be taken up when the legislature reconvenes, but aides do not expect any vetoes in that period.

    By law, both chambers will return to Annapolis, though the Senate session is expected to be pro forma and will only last a couple moments. It will not be a surprise if there are absences, particularly of lawmakers who live several hours from the State House.

    Sounds like the Special session will be a day, maybe less.

    There are 6 bills he is rumored to be considering a veto. Dont expect any news until May 2nd at the earliest.

    That may be wildly optimistic given how fractured the Ds appear to be right now. IIRC the House has to achieve a majority vote to elect a new Speaker, and neither the Old Guard nor the Progressive D wings have enough votes to do that on their own. House Republicans may very well be the deciding votes because they can push either faction's preferred candidate over the top.

    Maybe I'm oversimplifying and there are even more than two D factions strong enough to push viable candidates (apparently 3 have publicly announced so far). Regardless, the fight will be a fun spectator sport while it lasts.

    Democrats will caucus before May 1 and narrow it to one person. By the time May 1 rolls around the session will be just Kabuke theatre for the cameras. Whomever gets the majority in caucus will be the winner. They will probably have a run off with the top two. Democrats may hate each other but they hate Republicans even more. They wont let the Republicans pick the speaker. The Republican gambit was received as: "pick a speaker or we'll pick one for you."

    It has not been signed or vetoed. I am not even sure it's been presented. I doubt it.

    I dont expect any news in this until mid may at the earliest. Hogan is keeping it close to the vest, probably at least until after the special session, which is as it should be.
