HQL for AR pistol build?

Title pretty much sums the question. Do I need an HQL to build an ar pistol myself?

HQL's are required for purchase, not for building.

No HQL needed BUT still need a 77R to purchase a AR receiver.

I want to make my meaning clear, as I evidently used the wrong terminology. An 80% lower receiver does not require a 77r. A fully milled AR lower receiver does require a 77r because it can be built into an AR pistol.

Nope. stripped lowers require a 77r as well.

Had to complete one when I purchased a Spikes “Snowflake” lower from BBP. So yes.

I purchased 3 stripped lowers and filled out a 77r for all of them

The receiver is a firearm, whether it's finished or not.

I have purchased stripped and complete AR lowers , 77R either way .

Apologies, by completed I meant milled out. An 80% lower does not require a 77r.

Thanks for the info guys. Is it difficult to mill out an 80%? I've seen the jigs for it to make it easier but never did much in the way of metal work. Would I need much more than a drill press?

I would go with this:

Their jig is made to be used with a hand router, which is cheaper and less cumbersome then a drill press.

+1. Still requires a drill, and I would still recommend a press.
