    Question on behalf of active duty co-worker...he moved to MD in Jan 15. He owned an AR15 prior to moving to MD but left it with family when he moved here. It's a typical 5.56 carbine with usual trimmings such as collapsing stock, lightweight barrel, flash hider, etc. My thinking is that he can't bring it into the state (without changing the upper at minimum) but wanted to get input from others...anyone have any wisdom? Does legal ownership in a different state prior to 1 Oct 13 help him any? Thanks in advance!

    If he legally owned it prior to 10/1/13, he is good to go. However the Gestapo (MSP) require that you register it.

    Doesn't matter where he owned it, only when.

    Still yet, the burden of proof is on the state when it comes to proving the date, but I wouldn't take the chance with MD if it was post 10/1/2013.

    When you register it they do not ask you when you bought it. It is not on the form.

    But it still could become an issue for someone if a check of the serial number were to be made and it revealed a manufacturing date of after 10/1/13.

    Active duty military would NOT need to register it, unless they were dumb enough to establish legal residency in MD.

    Only active duty military and full time students can live in a state more than half time and NOT be a legal resident.

    I am Active Duty Military and recently moved here too. I spoke with the MSP regarding this issue. Your friend does NOT need to register said weapon as long as he does not establish residency as stated by Pinecone. Your friend can also use his thirty round mags. Just don't sell them or give them away in this state.

    Just to be clear, ANYONE can own and use 30 round (or 20, or 40, or 60 or 100 round) magazines.

    It is only illegal to transfer ownership, buy, sell, offer for sale, manufactur magazines over 10 rounds.

    You can drive across any of the state borders and legally buy and BRING BACK as many mags as you would like.

    While active duty military may not have to register the firearm (depending on residency), if the firearm was purchased after 10/1/13, they cannot legally cross the Maryland state line with the firearm.

    First quote is where ALL assault weapons (assault pistols, assault long guns, and copy cat firearms) are prohibited.

    Second quote is the exemption for those owned prior to Oct 1, 2013.

    (a) Except as provided in subsection (b) of this section, a person may not:
    (1) transport an assault weapon into the State; or
    (2) possess, sell, offer to sell, transfer, purchase, or receive an assault weapon.

    A PERSON WHO LAWFULLY POSSESSED HAS A PURCHASE ORDER FOR, OR COMPLETED AN APPLICATION TO PURCHASE AN ASSAULT LONG GUN OR A COPYCAT WEAPON BEFORE OCTOBER 1, 2013, MAY:
    (1) CONTINUE TO POSSESS AND TRANSPORT THE ASSAULT LONG GUN OR COPYCAT WEAPON;

    No, it is illegal for ANYONE to bring a post-Oct 1, 2013 MD banned firearm into the state. Even for a match.

    NO exemptions for non-residents.

    If you move here, you need to leave them out of state.

    The ban on post-OCT2013 "assault weapons" is absolutely not limited to residents. Read the law... that part is utterly clear.

    And it was brought up before the law passed and after. That it affects shooting competitions and even hunting.
