Indiana: https://iga.in.gov/legislative/2018/bills/house/1424#digest-heading This bill seems residents only
Also this one which references persons, not residents: https://iga.in.gov/legislative/2018/bills/house/1022#digest-heading

Nebraska: https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=31693 Looks to cover residents and non-residents

South Carolina: https://www.nraila.org/articles/20180126/south-carolina-constitutional-carry-bill-to-be-heard This bill appears to be as good as it gets, it covers non-residents and removes references to "concealed" meaning open carry is included.

    Georgia: https://www.georgiagunowners.org/2018/01/23/constitutional-carry-take-action/

Iowa: Bill was pulled under pressure from Parkland shooting

    Kentucky: http://www.lrc.ky.gov/recorddocuments/bill/18RS/BR172/bill.pdf

    Louisiana: http://southernnation.org/2018/03/p...rry-bill-up-for-consideration-in-louisiana-2/ Residents only

    Colorado: http://www.nbc11news.com/content/news/Constitutional-carry-bill-passes-state-senate-476074633.html

Will add more as state sessions start ramping up. We also have several states that have passed a bill in one chamber and can pick up where they left off from 2017.

Great post, I heard about Indiana moving towards passing it (shame it’s being restricted to residents only).. have not heard much mentioned about the other two states

I hope SC goes constitutional carry, considering they are essentially no issue to non residents.

    Probably all about the money..
They would loose millions in revenue from selling their out of state CCW Permit not to mention in state permit fees

They wouldn't lose any out of state dollars. In state, maybe maybe not, seems some states going to ConCarry have seen a rise in permits, and others a drop. Folks living near a border are best served keeping the permit.

The LEO agencies are always against it, but it's usually $$ that are the underlying reason although they don't like to admit it publicly.

There are a meaningful percentage of people who are otherwise very progun and very pro carry, and pro everything else , that have just one ( very minor to them ) sincere sticking point .

They think a relatively recent background check is a good thing for public carry .

( I think otherwise . But I won't put much effort into demonizing people who are 99.9% , and support no hassle Shall Issue .)

What were the odds of the 10 states passing as of Feb 1 compared to after Feb 14. Do you think any will pass this year?

I think the odds went way down. The legislatures that stay in session longer during the year may do better once some time has passed and people are less emotional.
I'm still thinking even getting one will be an uphill battle. Several of those states have entrenched Senate and House leaders who like blocking bills even if there's enough support for passage.
