No idea. I wonder if it costs them more to add the photo, or some other practical reason.
I always hoped that if we were going to be stuck with the HQL, that would could one day see it become a Wear and Carry Permit (WCP). Just say, ok, everyone with a HQL, we will consider it a WCP until you get it updated; from now on, we will be issuing WCP's to those that qualify for the HQL. But that didn't happen.

The wife of some VIP progressive didn't like her HQL photo.
Looks like we were posting the same thing at the same time.
I just got a passport photo yesterday for myself and my better half; both for permits, she liked her photo.
i don't know if pulling your DMV photo and printing it is more expensive than not. maybe they bought a cheaper printer that doesn't do photographs.

One less thing for them to have to do. They'll raise the cost next year to compensate. Because fighting crime is haaaard...

I am sure the argument can be made that the HQL is a government issued photo-id.
Of course, because they are. Gotta wonder if someone didn't like that.
Then again, the timing does coincide with the MVA's new licenses. Wonder if maybe MSP cannot get the photos from them any longer and don't want to take them themselves.
I think both. Now not a photo ID and its cheaper. More of that over charged money for MDSP. Plus it's easier.
