I purchased a stripped 9mm AR15 lower receiver from Double Diamond Law Enforcement Supply. Will this be considered a regulated firearm? Thank you.

If its not 80% then yep, it is.
9mm specific lowers are non-regulated

Being classified "other" has nothing to do with the fact it can be made into a pistol or rifle.
Dedicated 9mm lowers are not regulated. Stripped 308 lowers are not regulated. Pistol grip only shotguns are not regulated. All of these are cash and carry to anyone 21 years old and older.

Easiest answer is to call the FFL you're going to use and ask. Answers vary from FFL to FFL regardless of whether it is or not.
Any FFLs here that will do cash and carry?

Cool. I bought my CMMG complete 9MM lower at GC. I didn't know he'd transfer stripped 9MM lowers over the counter too.

What about a lower marked for 9mm only but has a "full size" mag well?
That wouldn't work. The CMMG and the DDLES both have a mag well that will only accept 9mm mags. If it can accept a .223 mag, it will be transferred as regulated.
