Sounds like starting from scratch. Even a normal in-bounds renewal is almost like doing it all over again. Only question for MSP would be whether you only have to take the 8-hour renewal class, or reboot and take the whole 16 like it never happened. Knowing Maryland, you’d want to ask whether you need fresh prints, too.
If there’s an aspect to this that will be time consuming, annoying, and expensive, assume it will part of what you have to do. Best to start with a call to the LD and get some guidance.
