The intent of the rule is to assure sufficient muzzle energy for a ethical kill. Mixing volume into the equation is silly, but I understand why they did it. Not many chronograph their muzzleloaders.
If you have a Savage smokeless muzzleloader, only a load of Vihtavuori N120 will be at over 60 grains. Some DNR folk will say that less of another powder is ok because of the muzzle energy, others think not. I've seen a letter from DNR saying that 45 grains of A5574 pushing a 300 grain bullet at 2000 fps is ok.
Since modern muzzleloader designs are allowed, the regulations should be modern also.
