    Hey guys, I'm trying to narrow down an answer here. If I order an 80% AR lower and mill it and build the rifle myself. Is that legal in MD or is that a problem due to the lack of a serial number. I'm interested in building my own AR15 that looks like the older 1980's style dissipator.

    You have to build it into a currently legal configuration, which is either a pistol or an HBAR. There's no reason why a Dissipator build couldn't also be an HBAR.

    The serial number is not required. The ATF says "encouraged" or similar language but does not say "required". It'd be helpful to have a serial number if it was stolen, of course. You can make one up and engrave it yourself if you prefer. Maker's name (or initials) and place of manufacture are useful as well along with a serial number. Again, they're not required.

    Serial number is only needed if you ever decide to sell it. Otherwise, it is not. Many of mine are from 80%, some have sn's, some don't.

    I like to make up fictional manufacturers. Ever wanted a "real" Mattel AR? Now's your chance. And these days with laser engravers, you can have the logo artwork, too.
