Does a stripped or complete LR-308 lower receiver purchased from an FFL in MD require completion of 77R or does it only require 4473? A couple of years ago I purchased a couple of stripped AR-15 lowers and as I remember I had to do the 77R -- wondering if it was the same for LR-308.

google is your friend, I am not.
You need to ask your FFL.

Here is the advisory: https://mdsp.maryland.gov/Document ...3 - Receivers of Banned Assault Long Guns.pdf

This advisory has been taken by some (many?) to mean the 77r is only necessary for stripped receivers of banned assault weapons. LR-308 is not banned in any configuration, ergo 4473 for stripped receivers. However, others have different interpretations, up to and including requiring HQL for stripped receivers that take Glock mags, because obviously you are building a "9mm pistol," right? Of course, if someone said something snarky like "find me where in the statute a receiver is a regulated firearm subject to 77r at all" they would be right also, because it does not say at all.

my 0.02, after 5 years this topic has been done to death on the internet and has not lead to clarity. just ask your FFL. case closed.
