Just moved to Maryland and saw two rifles online that I am interested in purchasing from the same gentleman just west of Baltimore. What are the laws in Maryland about the purchase and transfer of long guns. One is a Ruger 10/22 and the other is an Ishapore carbine. Do those need to go through an FFL or can they be transferred face to face?

Face to face for those two. The only long guns you can't sell face to face in MD are rifles banned from sale by MD law (FSA 2013).

Define "just moved". You need to be a MD resident. F2F can occur between two residents of the same state. If you are not a resident you need to go through an FFL

"Just moved" meaning I own a home here and my wife and I are both working here...me self-employed and her employed by a Baltimore company...but I have not yet transferred my driver's license. Does that work?

That may be an issue, many sellers will want to see a DL to make sure you're a MD resident.

The good news is you should be able spend only one mind-corroding, soul-destroying day at the MVA and have your MD DL which you need anyway.

DL or not, F2F is legal if you and the seller are both MD residents.

    The issue is defining resident.

BTW, you have 90 days, IIRC, to switch your title, registration, and DL. Unless you are active duty military on PCS orders. If so, you are a "resident" for purchase, even if you are not a legal resident of the state.

Also, if establishing residency, you have 90 days to register any "assault weapons" you own.
