Can I sell ( ship) my High Cap magazine to an out of state buyer? Or do we have to do a face to face sell.
Can I sell my high cap magazine ( as a Maryland Resident) to another fellow Marylander if we cross state lines?

Once you cross the state line, MD law no longer applies.

A person may not manufacture, sell, offer for sale, purchase, receive, or transfer a detachable magazine that has a capacity of more than 10 rounds of ammunition for a firearm.

State law only pertains to you while you are in the state. However offering for sale while in-state, even if the transfer happens over state lines or goes to an out-of-state resident, would still be considered breaking the law.
