    John Wobensmith, Sec. of State
    Steve Moyer, Sec. of the Department of Public Safety and Correctional Services
    George Owings, Sec. of Veterans Affairs
    Al Redmer, Maryland Insurance Commissioner

    Hold on guys, the Secretary of the DPSCS has no authority over the Department of the State Police which is an independent executive agency headed by the MSP Superintendent, who is separately appointed by the Governor. While it is true that the Handgun Permit Review Board falls within the DPSCS organizational structure, the DPSCS Secretary has no control over the MSP Superintendent's independent authority to decide what constitutes G&S. So we are still waiting for good news . . .

    No problem, just didn't want to get everyone whipped into too much of a lather over the DPSCS appointment. He sounds like he has the experience for the job, but his 2A stance isn't really that important. The Governor appoints the Hand Gun Permit Review Board members when existing members terms expire, and the MSP Superintendent has the authority to decide G&S and issue permits without interference from the HGPRB.

    I found this doing a quick research... This was back in 2004 when the Clinton gun ban was about to expire... Read the last paragraph if you want to get to what he stated then


    "Md. lawmakers hear gun-ban testimony. For state lawmakers, gun-control advocates, police commissioners and even candidates stumping for president, when it comes to the issue of banning assault weapons, 1-in-5 is the magic number.

    Democratic presidential primary front-runner Sen. John Kerry of Massachusetts uses the statistic. So does the Episcopal Church of America. And in Annapolis, where a Senate committee heard testimony yesterday from all sides on a proposed assault weapons ban, supporters quoted the statistic verbatim: "One in five law enforcement officers killed in the line of duty is killed with an assault weapon."

    There's just one problem with the ratio, according to gun rights advocates: It isn't true.

    Though 70 state senators and delegates back the bill, gun shop owners, hunting groups, and assorted police organizations rejected the ban and the statistic.

    Lt. Col. Steven. T. Moyer of the Maryland State Police -- which opposes prohibiting the sale, transfer and ownership of semi-automatic weapons -- told committee members that of the 50 rifle-related deaths in the state over the past decade, none of them were officers."

    It says the Handgun Permit Review Board for applicants whose applications have been denied by the Secretary of State Police. I interpret that to mean the MSP still make the decision on apps, but the Review board can overrule the MSP. Does that sound about right?

    The Review Board is only authorized to review denials of permits or renewals by the MSP Secretary/Superintendent or his designee. The Review Board does not have any authority to reverse the MSP's decision to issue a permit or renewal. Simply put, the Review Board is only in place to affirm or over rule denials.

    That is correct and has been for quite some time.
