    As of July 8th, 2019 the Handgun Permit Review Board (HPRB) meets at The Fifth Regiment Armory, 219 29th Division Street, Baltimore, MD 21201. Meetings are scheduled to begin at 6:00 pm.

    One thing I didn't put together until after the last meeting is the ability of the chairman to control the outcome with one like-minded individual. By keeping two members off the board during meetings, he can effectively control the outcome, and possible be in the minority. It might not make any difference in the Peoples Republic of Maryland, but all members should be present unless there are extenuating circumstances preventing their attendance.

    You would be talking about member Paros being told by Judge Smails that he couldn't participate in last week's festivities except for the Ballard recusal. That's totally kosher, right?

    What are the duties of Members, written in law/ regs ?
    What are the duties of Chair , written in law/ regs ?
    Who can remove a Member ? The Chair, or only the Gov ?

    He wasn't sitting at the kiddie table with Stevi and Taylor by his choice. And from my understanding it is the judge's intent to ONLY have three members (a quorum) seated per meeting.

    I have no idea what the old HPRB was like under O’Malley but the way it’s being run now can’t be too far off from that. This is a Cluster Foxtrot of the first order.

    COMAR 12.09.01.04(B)(7) says that "(7) A decision of the Board is based on a majority vote of Board members present at a meeting or hearing."

    Excluding a Board Member from voting would appear inconsistent with this regulation.

    Further, any discussion, deliberation and/or decision to have Members beyond a technical quorum "sit out" the meeting would seem to be subject to the Open Meetings Act.

    Here now, looks like Judge Smails is not going to be here tonight. Cowan, Ballard and the MoCo attorney are the board tonight.


    Will be live streamed at the usual place.
