thinking these laws are set up so one can go hunt in other states if they were to lose their shotgun in , oh say a boating accident... while in WV, then purchase a new one.

No. That was a provision of GCA 68. Which limited long gun purchases to adjacent states. Unless you needed to buy a gun due to gun problems on a hunt in a non-adjacent state. But there was a requirement to notify law enforcement in your home state or county about the purchase.
