    Can I buy a shotgun from a private seller in VA?, or do I need to go through the MD rigamaroll w/ ffls and all that go with firearms purchase in MD.

    I am a MD resident.

    Assuming it's not C&R and you don't have an 03 FFL, also assuming it's not one of the few MD-banned shotguns, you can't buy a long gun FTF across state lines. Has to go through an FFL dealer, either there or in MD. Has nothing to do with MD. It's federal law. You fill out federal paperwork but no MD paperwork.

    I decided to see what was across state lines, and there are many more shotgun sales, as well as better prices!

    You can buy them, except for the very few that are MD-banned. Just need to buy or transfer at a VA or MD FFL dealer. Been federal law since 1968 so nothing new.

    Sorry, I got mixed up. The Act of '68 allowed for purchase of long guns from any ajoining State. FOPA changed that to allow you to purchase a long gun in any state as long as you can purchase it in your state of residence.

    Too many laws. :sad20:

    Can I buy cash and carry?

    Will duck hunt near Richmond next weekend, and see some nice used guns for sale. Can I buy?

    As long as the place has an FFL, you are good to go. I work at a pawn shop in NC and we have a regular customer that comes from Ohio to buy shotguns when he is visiting his daughter here.

    You can legally buy, but I have heard of some large national stores having policies against selling to out of state residents

    Two years ago, visiting family in Orlando, saw a great deal at WalMart, but they have a policy of not selling to residents of Maryland & a few other states. Interesting the salesperson was a retired MoCo School Teacher and of course we had a great time knocking MD.

    To be accurate, GCA 68 allowed you to ONLY purchase in an adjacent state, and only if your state explicitly allowed this. 49 states did this, only DE did not allow residents to purchase in adjacent states. Also stopped interstate sales without an FFL involved. And stopped mail order sales shipped directly to the buyer.

    FOPA 86 returned to allow purchase in any state, but kept the FFL involvement requirement for interstate transfers.

    Some stores will not sell to anyone out of state.

    Some stores will not sell to residents of certain states, MD being one of them. They just don't want to deal with keeping up with MD laws and what is legal or not.

    I have purchased shotguns in GA and VA without major issues. And a private sale (at a gun show) of an M1 Carbine, that was run through one of the FFLs at the show. But several would not do the transfer to MD resident.
