When is closest time Bills can be submitted to make Amendments to SB281?

    Give me a simplified view of the process please. For example, suppose we want to make an Amendment to some provision in SB281 in the GA, after it becomes law on 10/01/13. Can a Bill be voted on in the Fall and pass during the same season or must it be voted on in the following year - in this case 2014? I know that a Bill has to get out of Committee first, which is the tough part.

    Referendum opportunities have been lost. We needed a certain number of signatures and didn't get them.

    The only "amendments" to SB-281 can be new bills next legislative session.

    How did that happen?

    A bad track record of conservative values surviving a referendum. I think the theme was leave this atrocity of a bill to the courts to be found unconstitutional vs letting MD voters decide. SCOTUS has already said you cannot charge a fee to exercise a Constitutional Right and that is exactly what 281 does.

    Maybe I wasn't clear enough, I meant as stated above, "The only 'amendments' to SB-281 can be new bills next legislative session."
    I am referring to new Bills that would effectively change some particular part of SB282. Is next legislative session in Spring of 2014, or does it start in Fall of 2013?

    You can prefile bills anytime I believe, but they won't be heard until the session begins.
