    House Bill 159 on final House vote 10FEB

    I just posted this to the MSRPA Facebook page and wanted to send it out here as well.

    MSRPA Members and other concerned citizens:

    House Bill 159 (Weapon-Free Higher Education Zones / Delegate Ben Barnes) is scheduled for 3rd Reader (the final step of consideration in front of the full House of Delegates before going to the Senate for consideration) during the House Agenda for Friday, February 10, 2017 (http://mgaleg.maryland.gov/webmga/frmSchedules.aspx…).

    We need you to contact your delegates and firmly, but politely, register your opposition to this misguided bill and recommend a "NO" vote.

    What was this vote on 2/3/17 that was favorable 18 to 8?

    Just to see if the bill would go forward?

    Yes, new bills are almost always assigned to a committee when introduced, and have to get out of that committee with a favorable vote before they can hit the floor for a regular vote. That's why so many bills die without a floor vote. Most don't make it out. And needless to say, the pro-gun ones never make it out.

    IIRC this bill died without a vote in the Senate last year. We need to keep the pressure on the House but also prepare for it to go over there.

    Actually, it is worse than that. Just to add some detail to the backstory for all to read.

    The Senate version of last year's bill (SB906 - http://mgaleg.maryland.gov/webmga/frmMain.aspx?pid=billpage&tab=subject3&id=sb0906&stab=01&ys=2016RS) was heard in the Judicial Proceedings Committee...which NEVER voted on the bill. On Sine Die (last day of session), a "Conference Committee" attempted to amend a Domestic Violence bill with the contents of HB1002 (this bill from last year) to force its passage at the last minute. Senator Hough had a field day on the floor of the Senate arguing that a committee was attempting to ram through a companion bill that was not voted on in JPR (both House and Senate bills were heard and neither were voted out of Senate Committee). This was an attempt to bypass the committee, as Sen. Hough pointed out, and the bill died with no further action that night.

    They tried to play shenanigans to ram it through, the lobbyists got wind of the action earlier in the day, and the community mobilized to call the Senators to task...we need that same energy NOW to start the ball rolling and make it known to the legislature that we will make this a hard fight for them.
