Does an out of state, individual transferor need to go through an ffl in his state, or can he ship item directly to my transferee MD ffl? And/or is it up to receiving MD ffl's discretion?

it is up to the receiving ffl, fyi I use Clyde's sport shop in Landsdowne as he accepts from shipped from individuals
