Why send them another $10 if they put the wrong wording after the SOP changed?

I called and spoke with Knaub who said send the letter, $10 and new photo. I can't speak for what others have done. It would not surprise me to find out that things have changed and just an email request would suffice.
This is what I thought might be the case, I'm assuming that the permit came after the SOP with the old wording. In that case I'm not surprised that they processed a new one with just a phone call or email as it was their mistake.
Mine was not a renewal.

Then I'd be going over Knaub's head before sending $10. There also is no requirement to send a new photo when requesting a modification.

I can't believe that this process takes over a year from start to finish. All those days a business owner is at risk to theft is unacceptable. 
On mine and Brothers not sure what came first the SOP or the Permit renewal ?? so I paid the 10.00 because to me it was the path of least resistance .
