    6. New gun laws now in effect
    ************************************************************

    * Circuit Court Clerks can now optionally send out CHP renewal notices via email
    * Circuit Court Clerks can now optionally issue laminated or plastic CHP cards
    * CHP holders can now perform a change of address without need for proof of the new address
    * Those who lost their gun rights for mental-health reasons in Virginia, but now live out of state, can now get their rights back
    * Retired police officers who are school security officers may now carry a firearm at the school if the local school board gives the authority
    * CHP applications no longer need to be notarized, but a copy of photo ID needs to be supplied
    * Non-violent felons may now possess antique or muzzle-loading firearms for purposes of sport, recreation, or culture
