Is there anywhere within driving range (2-3hours) of Baltimore that folks have bough bulk ammo from? Me and some buddies were tossing around the idea of a road trip/bulk ammo buy.

Gun shows are good for bulk ammo. Oaks Guntoberfest is this weekend in PA, that’s within your driving range.

The CMP (Civilian Marksmanship Program) sells ammo usually the price includes shipping. The added plus is any profits go to support the shooting sports, they are the people who run the National Matches in Camp Perry.
