    Testimony in support of HB713

    This is a good bill. It expands upon the allowable devices that can be used to satisfy the requirements to prevent a handgun from being discharged. There are many types of external devices that are readily available that do the same job as the currently allowed devices. This bill would allow those external devices to be utilized as well. I see nothing but positive results from providing more acceptable options to accomplish this requirement.

    - External trigger locks offer a visual deterrence that in and of itself would deter most unauthorized users from even attempting to gain access to the firearm. This is not necessarily the case with the items currently in use.

    - External trigger locks are versatile and can be used on a variety of firearms. This versatility makes it much more likely that the lock will be used more often to secure more firearms. I see nothing wrong with giving people more options that are just as effective.

    -External trigger locks are attached to the trigger guard of the firearm, the firearm itself offers additional strength and support for the lock. In addition the physical strength of external trigger locks exceed the strength of many other available options.

    Again, this bill expands upon the options available to prevent unauthorized users from being able to utilize a handgun they should not have access to. This is a positive bill for public safety and should be given a favorable vote. I ask that you will support this bill. Thank you for your time.

    This bill would add external locks as a security option for the purchase of a handgun.

    Current Maryland law requires that a handgun be sold with either a manufacturer-installed safety lock or an internally installed, after market lock. The aftermarket locks are inconvenient. They are, therefore, not commonly used after they are taken home.

    Instead of an internal lock, an external lock is very convenient to use and renders any handgun or rifle inoperable. Convenience and safety should be the guiding principles of the state handgun transfer law.

    For the sausage-making team....

    Is there any talk about amending this so that a buyer can provide their OWN lock?

    Under current law they are permitted to bring their own omega lock, so the same should apply to trigger locks as well if passed.
