Hi all, I'm usually pretty quiet on the forum most often reading posts. But, recently I started a blog about firearms and addressed the Baltimore City Replica Gun Ban bill that the city council just voted to move forward.

Let me know your thoughts, I plan on sending this to the city legislatures to help get it pushed back.

MSI issued a letter on this: https://www.marylandshallissue.org/jmain/documents/public/6-baltimore-replica-ordinance-msi-response/file

NRA has also issued a letter on this: https://www.marylandshallissue.org/jmain/documents/public/5-baltimore-replica-ordinance-nra-response/file

    I would say that's an understatement. :innocent0

Some of us like to keep our firearm ownership quiet :)

Oh, no problem with that at all. Just thinking that two posts (at the time of my first post) in over six years qualifies for much more than just keeping quiet. All good.

So what is the exact status, and what are the next steps in the process? What if collegues here--and BC residents in particular--made a show of force at various points in the process--in order to raise the visibility on this issue, demonstrate how stupid and financially disastrous this legislation is?

Given that we can anticipate an analog to this in Annapolis later this year, why don't we use this as a means to sharen our game plan in anticipation of the fight at the state level?

The law is incredibly vague and scapegoats the responsibility of officers for proper force escalation onto victims of police shootings.

I don't fully understand that sentence. Are you implying that when a good-kid-about-to-go-to-college points a fake, yet realistic looking gun at a cop, and the kid then gets shot, that the blame should go on the officer as opposed to the future felon?

Thanks so much for starting this thread!
That's a superb summary and article you've put together. Outstanding!

An amendment was added that apparently excludes training implements, paintball guns, and things "clearly marked" as toys, but the document doesn't seem available on the Council's website yet.

A full vote on the bill is scheduled for December 5th.

I expect the final bill on which they vote to be intentionally vague. Basically they want people to be afraid they may be breaking the law, and that way people will be scared to own anything that even closely resembles a gun.

Great Suggestions! Also exactly what has been being done for the last 2 months.

Next steps, are a release of the work group edits from 10/31, a possible vote mid November, and a final vote would be early December.

A full vote on the bill is scheduled for December 5th.

The City Council met in committee already on 10/31 to move this bill forward. They are currently amending the bill and will revote on it on 11/14. If the vote passes it will go to the mayor for to go into law on 12/5.

This is all happening pretty quickly. So, now is the time to reach out to City council members to make an impression. You can track the bill here: https://baltimore.legistar.com/LegislationDetail.aspx?ID=2840575&GUID=C68FF372-6696-437B-B4EE-27C0371C25C4&

The city solictor's office sent the committee a letter the day before the the 10/24 hearing... basicially affirming the NRA's points about federal law prohibiting a ban. To me it suggested they were considering a licensing scheme for bb guns, like the HQL.
No confirmation until the workgroup's revisions are posted.

I'm surprised MSI is the only party interested in opposing this. What about the airsoft and paintball people? What about the manufacturers? Who knew toys could be such a threat to public safety. Ridiculous.

i haven't seen the language of the bill. but this just sounds silly. the fine is $250. do the parents pay the $250 when their 7 year old gets caught with one? i think this bill is more about, if we shoot you than you can't sue us because you were breaking the law. i cant get over the time that has been wasted on this. no of this reduces the amount of homicides or the number of shootings that happen every year.
