Maryland, DC, NoVa have a lot of NFA stamps because Feds, etc. Yes, the USDA and EPA have their own SWAT team.
Probably not the kind of encouragement you are looking for.

Feds don't need stamps...
All legally owned guns in DC are registered with the DC Police, not just NFA guns if any. Although I doubt it's 42,897 I could be wrong.
By my current experiences I wouldn't put it past the numbers being inflated by inaccurate record keeping.

Maybe not tax stamps per se, but IIRC still registered.
For every 1,000 residents in Wisconsin, there are 7.8 guns. That's 44,705 registered firearms dispersed among 5,742,713 people.
Yet there are 750,000 deer hunters in the woods each fall. Guess groups of 17 hunters are sharing one gun?
And the 300,000+ concealed carriers must have just partially chewed pop-tart guns?
