I read way upthread that the MOCO police have to clear them as "not stolen" so you can be "not disapproved" to buy one.

It is the same thing that pawn shops have to do. It is a second hand property form. We do a stolen check on the item and then if it clears it can be sold after 3 weeks.

For c & r handguns, there's s 7 day wait but no HQL needed, right? Are any of them test fired or just "as is"?

You are correct. There is still a 7 day wait on c&R handguns but no HQL needed. They arent test fired, but I check to make sure the firing pin will hit. If you come into the shop we can stick a snap cap in it with some tape on the back and it'll leave a mark on the tape.
